Why the cost case was never the real case
Almost every capability centre is approved on a cost argument. The savings are usually real, but they are the entry price, not the value.
What decides the outcome is what headquarters trusts the centre to own. A centre that only executes tickets stays a cost line. A centre trusted with outcomes becomes part of how the organisation works, and the case for it rests on that.
For Swiss organisations, where trust and quality weigh heavily, this is the more natural starting point. It also makes for a calmer conversation with employees, who hear a plan about capability rather than a plan about replacement.
